What we need before DTCM and building registration can start
Before Registration Begins
Registration cannot be started until we have the right paperwork.
DTCM registration, building registration and guest access all depend on accurate, complete owner information. Missing or outdated documents are the most common reason for delays.
This checklist covers the documents, utility details, access items and compliance information we need before the property can be listed as part of our Dubai short-term rental management service and before any guest can check in.
Prepayment is required before registration can begin
Funds must be received in advance to cover permits, DTCM-approved keyless locks, and deposits for opening DEWA and gas accounts. If these are not already set up, the owner must provide the required funds before we can proceed with registration.

Property furnished to DTCM requirements
Every home must meet DTCM furnishing and safety standards as set out in the checklist before registration can begin.

Smart locks must be on the DTCM approved list and linked to KeyLess sytem for audit compliance.
Keep utilities connected
DEWA, internet, AC/chiller and service charge accounts must remain active to avoid guest disruption.
The Checklist
Information and documents required from the owner.
Property & Ownership Documents
These establish legal ownership and authorise us to manage and register the property.
- Property title deed or Oqood (for off-plan properties)
- Owner's passport and Emirates ID
- Signed property management agreement
- Power of Attorney if someone else is acting on the owner's behalf
- Company documents if the property is corporate-owned (trade licence, MOA, etc.)
- Mortgage or finance documents where the lender must be notified
- Any existing holiday-home permit or DTCM registration details
All documents must be clear, valid and match the name on the title deed before any registration can be submitted.
Owner Contact & Payment Details
We need reliable owner contact information and payment instructions for rental proceeds.
- Primary mobile number and email address
- Overseas or alternative address if applicable
- Bank account details for owner payments
- Preferred payment currency and method
Utility & Service Provider Accounts
Utility accounts must remain active and accessible so services are not disconnected during a guest stay.
- DEWA account number and access details
- Internet provider name and account number
- AC / chiller provider and maintenance contract details
- Gas provider account where applicable
- Service charge account details for monitoring payments
- TV, cable or streaming subscriptions the guest will use
We monitor these accounts to confirm payments are up to date, whether paid by the owner or managed through us.
Building & Community Access
Building registration and guest access cannot be arranged without the correct access items and contacts.
- Building or community management contact details
- Access cards, parking cards and remote controls
- Key handover arrangements or smart-lock details
- Guest access procedure and any advance-notice requirements
- Maximum permitted occupancy from building rules
- Community restrictions on short-term rentals or guest behaviour
Many buildings require guest documents 24–48 hours before arrival to approve access.
DTCM & Regulatory Information
DTCM registration is mandatory for every short-term rental and every guest stay.
- DTCM / DET authorisation documents
- Existing DTCM permit number, if the property is already licensed
- Property classification details (apartment, villa, etc.)
- Confirmation the property meets DTCM furnishing and safety standards
- DTCM approved smart lock linked to keyless system
- Emergency and property contact details for the DTCM record
Furnishings, Appliances & Safety
DTCM and building registration require the property to be furnished and equipped to a compliant standard.
- Bed configuration and maximum sleeping capacity
- Linen, towels and kitchenware inventory
- Major appliances list (fridge, washing machine, oven, etc.)
- Smoke alarms, fire extinguisher and first-aid kit
- Water heater and electrical system service history
- Any existing warranties, service contracts or appliance manuals
Utility Accounts
Why we collect every utility and service account.
Disconnected DEWA, internet, AC/chiller or gas can ruin a guest stay and create liability for the owner. We collect these details so we can monitor payment status, confirm continuity of service and act quickly if a disconnection risk appears.
Whether the owner pays the bills directly or we pay them from rental income, we need the account numbers and provider contacts to verify that everything remains active.

We handle the registration and set-up from here.
After receiving the completed checklist, we submit DTCM registration, arrange building access, prepare the property and begin marketing. Owners are kept informed at each stage.
Until every required document and access item is in place, the property cannot be legally listed or receive guests. Providing everything upfront is the fastest way to start generating rental income through our Dubai property management service.
